MAC and APPID addresses for GOOSE and SV
Paste the list of GOOSE and sampled value control blocks of your IEC 61850 project. The tool checks multicast addresses, APPID, VLAN and priority, flags duplicates, suggests free values and gives the table back as CSV.

What it means for the substation network
What it is for
To check the address plan of a substation before loading the SCD into the IEDs and switches, or when a GOOSE stops arriving after a device is added. The most common faults it finds are a MAC copied from another block, an APPID left at its default value and a VLAN 0 that leaves the message unsegregated.
How it is checked
Each row is compared with the ranges of IEC 61850-8-1 (GOOSE, multicast address and APPID annex) and IEC 61850-9-2 (sampled values), with the IEEE 802.1Q tag and, for PTP, with IEEE 1588 (Ethernet transport annex) and IEC/IEEE 61850-9-3:
| Message | Destination MAC | Ethertype | APPID | Default |
|---|---|---|---|---|
| GOOSE | 01-0C-CD-01-00-00 to 01-0C-CD-01-01-FF | 0x88B8 | 0x0000 to 0x3FFF | VID 0, priority 4 |
| Sampled values (SV) | 01-0C-CD-04-00-00 to 01-0C-CD-04-01-FF | 0x88BA | 0x4000 to 0x7FFF | VID 0, priority 4 |
| GSSE (legacy, obsolete) | 01-0C-CD-02-… | 0x88B9 | — | — |
| PTP (IEEE 1588, power profile) | 01-1B-19-00-00-00; peer delay: 01-80-C2-00-00-0E | 0x88F7 | — | Per the profile |
IEC 61850-8-1GOOSE MAC and APPIDIEC 61850-9-2SV MAC and APPID
- MAC: six hexadecimal octets; the first three 01-0C-CD and the fourth by type. Last two octets outside 00-00 to 01-FF are flagged as a warning (outside the recommended range).
- APPID: within the range of the type; 0x0000 for GOOSE and 0x4000 for SV are flagged because they are used as the not-configured value. Some older 9-2LE implementations use 0x4000 on purpose.
IEEE 802.1QVID and priorityIEC 61850-8-1default priority 4
- VLAN: VID 0 to 4094; 4095 is reserved. 0 means a priority-tagged frame with no VLAN; 1 is the default VLAN of the switches.
- Priority: 0 to 7. The IEC 61850-8-1 default is 4, and in practice trip GOOSE and sampled values go between 4 and 7; so a priority below 4 on GOOSE or SV is flagged as a warning (Tiza criterion).
- Duplicates: the same MAC or APPID in two blocks, or the same block twice.
- Suggestions: the next free MAC and APPID within the range of the type, starting at 01-0C-CD-01-00-01 / 0x0001 for GOOSE and 01-0C-CD-04-00-01 / 0x4001 for SV.
The MAC and APPID ranges were taken from the cited standards as reproduced by relay and test-set manufacturers and the UCA users group; always confirm against the edition of the standard and the manual of your IEDs.
Limits of the check
- It does not read SCL files; it works with the table you paste.
- It does not check the switch port and trunk configuration, multicast filtering, network load or the subscriptions of each IED.
- Some manufacturers limit the APPID or VLAN range their devices accept.
- It is a consistency check, not a network design.
Frequently asked questions
Which MAC address does a GOOSE message use?
A multicast address from the block reserved for IEC 61850, which starts with 01-0C-CD. The fourth octet is 01 for GOOSE and 04 for sampled values, and the recommended range runs from 01-0C-CD-01-00-00 to 01-0C-CD-01-01-FF. Each control block should have its own address so the switches can filter it.
Which APPID range is used for GOOSE and for sampled values?
GOOSE uses 0x0000 to 0x3FFF and sampled values 0x4000 to 0x7FFF. 0x0000 for GOOSE and 0x4000 for SV are used as defaults (not configured), so give each publisher a unique APPID other than those.
Can two GOOSE messages share a MAC address?
Technically the subscriber tells them apart by other fields, but it is not recommended: the switch can no longer filter one without the other and every IED receives traffic it does not need. Good practice is one MAC address per control block and a VLAN other than zero.
We configure your IEC 61850 system
We design the address and VLAN plan, configure GOOSE, sampled values, PTP and gateways, and test each message on the substation network. Remotely worldwide, or on site in Colombia and elsewhere on request.
