What it means for your project

Result not what you expected? We check it with you on site.

    What it is for

To prepare or review the commissioning scope of each piece of equipment before going to site, to leave no point uncovered when moving from one stage to the next, and to hand the client a signed list of what was verified and what was left with remarks. It applies to medium, high and extra-high voltage substations, industrial plants, solar plants and battery energy storage systems.

    How the list is built

IEC 62337commissioning stages and milestonesEN 50110-1operation of electrical installations

    • Three stages: cold, with the power circuits de-energized (inspection, static tests of each item and functional tests with the auxiliary supplies); energization, with the conditions for applying voltage for the first time and what is observed when doing so; and hot, with voltage and load, where what does not exist without them is verified.
    • Closing the cold stage: every energization starts with the non-conformities resolved or accepted in writing, the temporary earths removed and an approved switching sequence with a single person in charge.

    • One standard per point: each point cites the equipment standard or the guide that covers it (IEC, IEEE, NETA or NFPA). The standard and its topic are cited, never an unverified clause number.
    • Acceptance criterion: written only where the standard sets it in general terms (the ratio tolerance of IEC 60076-1, the class limit of a CT in IEC 61869-2, the auxiliary voltage range of IEC 62271-1) or where the reference is the factory test report. Every other point says «per standard and manufacturer»: the value is set by the standard, the manufacturer and the approved project test plan.
    • What, not how: the list names the check, not the procedure. Test connections, test sets, sequences and values depend on the actual equipment and its manufacturer.
    • Grid operator requirements: in solar plants and BESS some points depend on what the grid operator of each country requires; the list marks them as such, without citing a standard.

    Limits of the list

    • It is a general list per equipment type; the project test plan adds or removes points according to the technology, the voltage level and the contract.
    • It is not a procedure: it does not say how to perform each test, with which test set or in which order.
    • It carries no acceptance values of its own; where it says «per standard and manufacturer», the value comes from the standard, the factory test report and the manual.
    • Ticks and remarks are stored only in this browser; download the PDF or the CSV to keep them.
    • Work safety (isolation and lock-out, clearances, permits) follows the site rules and local regulations.

    Frequently asked questions

What should a commissioning checklist include?

For each piece of equipment and each stage: what is inspected and what is tested, the standard behind it, the acceptance criterion, a verified box and space for remarks. The criterion comes from the standard, the factory test report and the manufacturer's manual; a list with values and no source is not valid evidence.

What is the difference between cold and hot commissioning?

Cold commissioning is done with the power circuits de-energized: inspection, static tests of each item and functional tests with the auxiliary supplies. Hot commissioning starts once the installation is energized and verifies what only exists with voltage and load: phase sequence and phasing, directionality of the protections, real measurements and thermography.

Where are the acceptance values of each test?

In the standard of each equipment type, in the factory test report and in the manufacturer's manual, and the approved project test plan fixes them for each item. That is why the list cites them as «per standard and manufacturer» and only writes a criterion where the standard sets it in general terms, such as the accuracy class limit of a CT.
